近日，中国旅游研究院院长戴斌接受世界旅游组织（UNWTO）专访，全文如下：

戴斌在《将同一个地球愿景转化为行动》的特约文章中，分享了他对努力实现旅游业从新冠肺炎疫情影响中负责任恢复的思考。
In his guest post for Transforming One Planet Vision into Action, Mr. Dai Bin, President of China Tourism Academy shares his reflections on working towards a responsible recovery from COVID-19 for the tourism sector.

在中国，将未来旅游业竞争力与可持续性和适应力联系起来所做的努力与科技密切相关。

In China, the efforts to build back better the tourism sector which aim at connecting its future competitiveness with sustainability and resilience are very much related to technology.
以数字化为代表的现代科技正在深刻地改变中国游客的消费行为、决策机制和满意度评价。为适应全面建成小康社会后，国民对美丽风景和美好生活的新期待，中国政府和旅游业界一直致力于智慧旅游建设。
Modern technology represented by digitalization is profoundly changing consumption behavior, decision-making mechanism and satisfaction evaluation of Chinese tourists. In order to adapt to the people's new expectations for beautiful scenery and a better life after the establishment of a moderately prosperous society in all respects, the Chinese government and tourism industry have been devoted to the construction of smart tourism.

目的地开发部门将更多的潜在资源转化为项目、产品和服务。此外，这些部门有效提升了服务质量和产业竞争力。更多互联网、移动通讯、人工智能和数字化企业的参与，进一步增强了旅游业的活力和动能。
Destination development agencies transform more potential resources into projects, products and services. Besides, the agencies effectively improve service quality and industrial competitiveness. The engagement of more Internet, mobile communications, artificial intelligence and digital enterprises has further enhanced the vitality and boost the momentum of the tourism industry.

从“同一个地球愿景”中提到的行动方针来看，公共卫生举足轻重，相关行动需要立即实施。旅游不仅是对异地美丽风景和文化遗产的向往，其发展更加需要当地社会环境、商业环境和生活方式的支撑。如果公共卫生做不好，游客就不愿意到访，到了目的地也不能放心消费，最终影响旅游业的可持续发展。“同一个地球”呼吁旅游业与公共卫生建设协同发展。一个“绿色、文明、有序、包容”的社会环境是我们共同的目标。
From the lines of action mentioned in the One Planet Vision, public health is of great significance and very important for immediate implementation. Tourism is not only a yearning for beautiful scenery and cultural heritage in other places, it also requires the support of social environment, commercial environment and lifestyle. If public health fails to meet the requirement, tourists will reduce their willingness to travel. They will not be able to consume with confidence even when they arrive at the destinations, which will ultimately affect the sustainable development of tourism. "One Planet" invites the tourism industry to create synergies with public health. Our common goal is to build a "green, civilized, orderly, and inclusive" society.

疫情期间，中国政府推行“预约、错峰、限流、有序”的旅行方式。此外，还发布了涵盖旅游和旅行每一个环节、细节的疫情防控指南和公共卫生标准。这些文件不仅针对游客，也要求旅游景区、酒店、旅行社、博物馆、电影院等文化和旅游机构遵守，并根据形势的发展不断予以更新。
During the COVID-19 epidemic, the Chinese government promoted a travel pattern including making appointments, peak load shifting, travel flow restriction, and orderly organization. Besides, the government issued epidemic prevention and control guidelines and public health standards covering every stage and detail of tourism and travel. These documents are not only focusing on tourists, but also require cultural and tourism institutions such as tourism attractions, hotels, travel agencies, museums, cinemas to comply. These guidelines and standards will be constantly updated according to the evolution of the situation.

结合“同一个地球愿景”中以循环经济为重点的行动路线，在餐饮方面，中国政府倡导“小份制”和“光盘行动”，并提醒大众不浪费任何食物和食材。

In connection to the line of action in the One Planet Vision which focuses on circular economy, in terms of catering, the government advocated the small size meals, encouraged the clean-up plate campaign, and set reminders to inform people do not waste any food or ingredients.

最后，联系“同一个地球愿景”中以气候行动为核心的行动路线，快速发展、日趋完善的高铁网络正在深刻地改变着中国旅游业发展的格局。对于那些很遥远的目的地城市、自然和文化遗产地，过去需要花很长时间才能到达，而如今只要很短时间便可抵达。加上通讯技术和支付体系的现代化，“说走就走的旅行”已经成为更多年轻人的出行方式。当前，高铁还在建设中，为了让更多国民坐的起高铁，有关部门也在计划下调票价。高铁将会成为中国旅游业高质量发展的重要推进力量，也是国民旅游权利的重要保障，在当前国内旅游对旅游业复苏起着至关重要作用的背景下更是如此。

Lastly, in connection with the line of action in the One Planet Vision which focuses on climate action, the fast-developing and increasingly perfect high-speed rail network is profoundly changing the pattern of China's tourism development. Destination cities, natural and cultural heritages located remotely that need take a long time to arrive in the past can be reached in a short time at present. Coupled with the modernization of communication technology and payment system, a trip without plan has become a more prevalent travel style for young people. The high-speed railways are still under construction, and the fare is planning to be lowered with the purpose of benefiting more people. High-speed railways will become a crucial driving force for the high-quality development of China's tourism industry and an important guarantee for national tourism rights, even more importantly in the current context when domestic tourism is playing a crucial role for the recovery of the tourism industry.

以上这些要素在未来必将扮演越来越重要的角色。
These elements will certainly play an increasingly important role in the future.
